Since July 1997, Helen Keller International (HKI) and Nepal Agro-forestry Foundation (NAF) had jointly implemented home and community based agro-forestry and skill development program for the BVI people situated in the Sindhupalchowk, Kavrepalanchowk and Dhading districts of Nepal. Since July 1997 to November 2000, The Aus AID (The Australian Embassy, Kathmandu, Nepal) supported this program Within a three years period 100 BVI clients in the target districts were trained in the establishment of home nurseries and vocational skill in knitting and weaving along with their sighted family members.

During the end of the project period BVI clients were encouraged to register their own organisation in the respective districts. But, unfortunately due to change in the policy of HKI, this program was terminated.

After this the key staff who were involved in this programme were self-motivated to continue this programme with their own effort which led to the establishment of Sindhu Improvement Society (SIS). SIS, a non-government, not-profit making social organisation, is committed to uplift socio-economic conditions of the socially deprived and economically backward including blind people through imparting technical know-how and appropriate skill at the local level.
